The HCP Project Management Team work within a process that has been developed to include best practice principles. A central structure ensures quality and consistency through continuous oversight via a central management structure. Our team includes a variety of engineering and construction Project Managers who can deliver in both highly technical and traditional projects. Our Asset Management knowledge allows us to support a variety of projects across the portfolio.

David Houghton

Project Management Director - North

I joined HCP in 2012 as the General Manager on the Consort Healthcare (Blackburn) project. In 2014 I also commenced management of a significant variations programme on the Knowsley Schools project. I stepped in to my current role of Regional Project Manager in 2015 and now lead the Project Management team in the Northern Region with current appointments on Blackburn, Knowsley, Newcastle and Stoke.

Andrew Adam

Project Management Director - South

I joined the business in 2017 as part of the Project Management team. I started off my working life as a Quantity Surveyor and over the years have developed management skills to compliment my commercial skillset. I have experience of most forms of construction, including RC Frame structures, Office and Technical Fit-outs, Civils and Electrical.

In my current role of Project Management Lead for the South Region, I am looking to help advance the business both in improvements on how we deliver the works we are commissioned for, and also the systems we use.

Michael Thomas

Project Manager

Project Manager delivering both large and small construction variations, lifecycle delivery, and defect rectification works within the built environment on behalf of Project Co, FM Co’s and Client teams. Management of annual budgets in excess of £1 Million with 5 year expenditure plans worth c.7 Million. Extensive experience of delivering Technical Facility Management services within PFI settings and acting as both the Authority Representative and FM Co contract lead.

Chris Spencer

Project Manager

Accredited by the Association of Project Management, Chris is based in the Midlands currently delivering large scale defect remedial works. With a background covering a range of surveying disciplines; building, condition, energy and asbestos across domestic, public and commercial premises this underpins Chris’s knowledge within the construction sector. Working within the PFI environment for over three years delivering defect remediation, coordinated with FM provider completion of PPM and maintenance responsibilities. Chris has a positive attitude to problem solving and works well with respective parties in a partnership approach to deliver outcomes to the benefit of all.

Lee Thompson

Project Manager

As an experienced PFI TFM Project Manager currently assigned the Stoke-On-Trent schools project, my tenacious and proactive approach has resulted in the smooth mobilisation and project delivery of re-roofing projects across the portfolio. My excellent organisational skills, have provided me with vital tools to drive increased monitoring to deliver safe, clean and compliant operation of the contract. I am also skilled in the delivery of all services, lifecycle delivery, condition surveys, defect management services and variation costing to portfolio projects.

Providing management of the Settlement Agreement works comprising Passive and Active Fire Works, Defects and Chilled Water Pipework Survey/rectification.

Providing management of FM contractor in delivering Variations, Minor/Small works and Life Cycle Replacement.

Martyn Ashcroft

Project Manager

Martyn started in the construction industry as an apprentice joiner in 2003. His goal was to progress into management, fulfilled in 2013. He started running projects in 2013 for a large regional principal building contractor. His experience extends across health, education and private sectors. Projects managed have varied in size, value and complexity. Subsequently, this has allowed Martyn to develop a strong commercial knowledge, understanding of construction methods, details and regulations.

Julian Lenehan

Project Manager

Based in the Northern region. A Project Manager with a degree in Architecture and 30 years’ experience in the built environment; from new construction to ‘ground-up’ refurbishment; lifecycle & defects – in healthcare, schools, housing and retail. Experience in the public & private sectors and has managed projects from business case and regional strategic asset planning through to delivery on the ground.

Julian joined HCP in 2015 and has worked on Hospital, Mental Health, School and Housing projects for our Clients.

Matthew Pilkington

Project Manager

Matt has extensive healthcare design and construction experience. His background prior to joining HCP in August 2017 was primarily within architectural practice and the design of healthcare projects for varied Trusts across the North West of England. Matt was the team lead for all Healthcare projects whilst at Keppie Design, but for much of the period he was heavily involved in the variation works at Royal Blackburn Hospital.

Luke Upton

Project Manager

Luke started out as an apprentice Carpenter in 2004. In 2012 he started work on the Southmead project in Bristol through Carillion, supervising the small works team to then going on to work for HCP, managing defects.  Throughout Luke’s career at Southmead, he has developed vast knowledge of the building and its working arrangements with the service provider.

Adrian Ashe

Project Manager

Adrian graduated from University College Cardiff with a BSc(Hons) in Mechanical Engineering and Energy Studies, and went on to work for a mining company as an underground Project Engineer – before returning to University College Cardiff to conduct research into the measurement of droplets using lasers for the UK Atomic Energy Authority (Harwell). After obtaining his PhD, he went on to work for various companies including British Gas, whilst completing his MBA at The University of Warwick.
A spell in PFI Contracting with Swan Housing in Newham followed, before he moved on to NHS roles as Head of Planning; Head of Programme Management Office (PMO); Head of Delivery and Performance and finally Delivery Director (Contracts), leaving to take up contracting with his own company. In January 2020, Adrian joined HCP.

Charlotte Windram

Information Manager

Charlotte is an Information Manager with 18 years experience, mostly in the Construction Industry with Carillion Construction Ltd. She holds an HNC in Architectural Design & Technology and has managed Document Control teams on major projects such as Southmead Hospital Redevelopment Project, Bristol and Midlands Metropolitan Hospital, Sandwell. She has expertise in developing and implementing new policies and protocols, managing regulatory issues & compliance, and has a passion for driving on-time delivery and quality of documentation.
