About The Project

The Royal Jubilee Hospital project is a Public Private Partnership (PPP) between Vancouver Island Health Authority and private partner, ISL Health who designed, built, finances and maintains the new facility for a fixed term of 30 years.

The 500 bed hospital provides inpatient services to medical/surgical patients and patients suffering from mental health and addictions issues.

Partnership Working and ESG

  1. Negotiation and agreement for the implementation of new UV marker audits for housekeeping allowing the Authority to become the first health facility auditing cleaning standards in Canada using this method in 2015.
  2. Development of ‘Consolidated Documents’ with the Authority. The executed copy of the PA was updated to include all contractual changes in the 10 change certificates that had been incorporated into the contract. This time consuming but highly valuable work allows the management team to be able to read one document that is comprehensive and sets out where & when each adjustment was made. It has proved to be invaluable in our day to day work and they are now updated for each change certificate.
  3.  In 2010, The Royal Jubilee Hospital Patient Care Centre won Best International Project at the 2010 Public Private Finance Awards in London.
  4.  Annual staff BBQ, a thank you to all staff working on site. Donations are made by service providers to assist in funding the annual project and the HCP GM attends and assists in serving for the event.

Contract Changes

In total there have been 10 Change Certificates. Three took place during the construction period and 7 have been implemented since service commencement in 2010. Change Certificate 11 is currently under negotiation.

There has never been a formal dispute at the PCC. All issues have been resolved by mutual agreement.

Increased Monitoring

The threshold for Increased Monitoring on this project is equivalent to 2 high service failure deductions plus one low service failure deduction. As such it is relatively low and can be achieved fairly quickly. There is no definition within the contract as to what ‘Increased Monitoring’ means. We therefore develop a specific program of monitoring related to the deductions that exceed the contractual threshold, should the situation occur. This is viewed as a means of improving service delivery and reducing project risks for all parties and is approached collaboratively rather than being a punitive measure.
